Kayunga District politician Amos Lugoloobi has retained his position as State Minister for Finance in charge of Planning in the latest Cabinet reshuffle, extending a political career marked by parliamentary service, ministerial responsibility, electoral competition, and past controversy linked to the Karamoja iron sheets scandal.

Amos Lugoloobi has once again retained his position as State Minister for Finance, Planning and Economic Development in charge of Planning following the latest Cabinet reshuffle by President Yoweri Kaguta Museveni.

Lugoloobi, one of the most influential National Resistance Movement (NRM) leaders in Kayunga District, has remained active in frontline politics for over 15 years, serving both in Parliament and Cabinet.

He officially entered Parliament in 2011 after being elected Member of Parliament for Ntenjeru North Constituency on the NRM ticket.

His victory strengthened the ruling party’s influence in Kayunga District, where opposition politics had steadily gained ground.

In 2016, he retained the Ntenjeru North parliamentary seat, consolidating his political base through grassroots mobilization, government programme supervision and constituency development activities.

During this period, he became more visible in parliamentary committees, particularly those dealing with finance and planning matters.

Lugoloobi was re-elected in the 2021 general elections and shortly after appointed State Minister for Planning in the Ministry of Finance, Planning and Economic Development.

The appointment elevated him into the national Cabinet, making him one of the senior political leaders from Kayunga District in government.

As minister, he has been involved in national budgeting and planning processes, supervision of government development programmes and economic policy implementation.

He has also coordinated parliamentary planning matters.

The 2026 election cycle, however, proved more competitive, with Lugoloobi facing a strong challenge from Fredrick Ssali, before narrowly securing victory.

This political pressure was partly shaped by the fallout from the Karamoja iron sheets scandal.

In 2023, Lugoloobi faced one of the biggest political challenges of his career after being implicated in the Karamoja iron sheets scandal alongside several senior government officials. He was accused of diverting iron sheets meant for vulnerable communities in Karamoja, leading to criminal charges and public scrutiny.

However, the Director of Public Prosecutions later withdrew the charges, allowing him to continue serving in Cabinet and Parliament.

Despite past controversy and political pressure, Lugoloobi has again survived the latest Cabinet reshuffle, retaining his ministerial portfolio.

His retention makes him the only Cabinet minister among the four legislators representing Kayunga District, alongside National Unity Platform’s Charles Tebandeke, who was re-elected for Bbaale County; Harriet Nakwedde, who defeated former State Minister for Lands Aidah Erios Nantaba as district woman MP; and Fred Baseke.

Political analysts view his continued stay in Cabinet as a sign of sustained confidence from President Museveni and the NRM leadership.

Currently, Amos Lugoloobi serves as Member of Parliament for Ntenjeru North Constituency, State Minister for Finance, Planning and Economic Development in charge of Planning, senior NRM mobiliser in Kayunga District and the greater Buganda region.
